Blinding Surge counters 5 professions, not including other (terrible) builds like Spirit's Strength rits etc. So really, it's just being smart and playing a useful build, not being "extremely well prepared".
To the OP:
[skill]Guiding Hands[/skill] + [skill]Rending Touch[/skill] (Provided you're not so terrible as to use touch while guiding is on you) > Swift Chop and Rend Enchants.
Rending Touch can be used more often and doesn't do damage if you remove prots. You could even drop the heal sig and bring [skill]Natural Healing[/skill]
And just for the record, your build for the mostpart is a standard cookie cutter Evis War, you just swapped out the good skills for terrible ones.

If you're worried about blocking in RA, I'd be more concerned over stance blocking (i.e. Natural Stride), as there's an actual higher possibility that you're going to be facing multiples of those. Against any other 'prot', you might as well switch targets, or if you're really keen on removing enchantments, well...as said above a few million times and more, Rending Touch > Rend Enchants.
Also, the larger part of a playerbase sucking is not an excuse for bringing bad skills. Flail is bad in PvP. Try again.

Blocking negates a spike you say? Well, work vs. a foe that you just Bull's Striked, Evis/exec and when the foe gets back up shock him (if ele) and we'll see what damage you can do with a 'blocked spike' then...
As said, I'd be more wary of the stance blocking than the enchantment blocking.
